R11 Terminal 15E?

Can someone shed some light on what this relay is for? Looks like a fuse can be plugged in top? For testing? Is one supposed to be in there all the time?

I have a fuse tester in the front fuse box . iirc , a light glows if the fuse is good . No need for a fuse to be in it all the time , its just a taster .
