No, because at 50cm away mine is 105db! I would expect that to be at or just above 98db on drive by at Donnington. A UK website reports a car making 106db static was over 100db on drive by.

As I have said, it should be OK at Donnington, particularly if you are a bit careful as you pass the meters.

That just shows you know nothing about noise measurements because where EPNL(dB or EPNdB) is a static instant picture of the noise energy at any given moment, dBa has a time metric in the calculation. Think of it as a glass filling with water. What you really want to do is make sure you are as fast as possible by the noise meter.

I know nothing about the theory of noise measurement. What I do know about is getting chucked off tracks for being too noisy and how to avoid it. Most of us in the UK have learnt the hard way. In addition, I said nothing about going slowly past the noise meter. I said that you need to make sure you short shift and go past in a higher gear. 750rpm will make far more difference than a few more miles an hour, irrecspective of what theory might say.

You can discuss it all in theory as much as you like, but what counts is practical experience and that says RMP makes a bigger difference than speed. Anything else just clouds the issue.
