Targa top "upper support bar"??

Targa top "upper support bar"??
I talked to a guy on the phone today about a 90 targa for sale...evidently it needs a "upper support bar" for the Targa top, but otherwise, the top is in good shape....not owning a targa before, can someone advise what this is and how much does it cost? Thanks much.
