Default closed throttle switch

what is the purpose of the closed throttle switch? i should ask....is it for cutting the fuel when the throttle is closed and the rpms are greater than some value?

Yes the idle speed switch is for reducing fuel consumption, exhaust emissions and as a secondary load factor it tells the ECU that when RPMs drop below 1600 that fuel should be turned back on and at 880RPM that the idle speed valve should start opening.
