I've noticed that when I shut the car off with the turn signal on, the circuit stays lit. It is not flashing but on solid. Does this both sides.
Would you guess that I have a flasher or relay going bad or is this normal?

This is normal. It is called street parking lights. A European requirement.
The rear light on the same side should also be on.
Ciao,
Adrian.

Yes, Adrians correct. It should only happen with you stop the car with the lights & indicator on. The corresponding front side light & rear light should stay lit.
