A 964 RS is far too low to be made street legal on importation to the USA. You actually could not raise it up to standard US Government ride height without changing out the suspension.
It may pass emissions though as long as it had the standard exhaust system installed.
The 964 RS does not have 5mph bumper bars either. Missing a few other goodies as well.
I think you may be able to import it under some form of special use waiver but this limits your driving miles per year.
Personally I think it would be wiser to purchase a good RS America and set to work on it to make this work for you. Obviously if it was just for the track you could build one up anyway. Besides unless you purchase a NGT version, it is a lot of money for a 964 which is 40mm lower and only has 10HP more than standard on the flywheel. No luxuries either unless you find one of the 11 touring versions.
