Possibly...but nervous about that in proximity to the cam housing.
I talked to a guy I know at a local foreign car shop. He said that they always do one of two things. If ther eis anything left of the stud, they use a stud extractor to torque it off. If it's broken off at the housing, the use a reverse drill bit to run it out. He says that running the reverse bit in warms the material and softens it and they almost always just drop right uout when they have removed enough material.

There shouldn't be any loctite on the valve cover studs unless someone has replaced them outside of the factory, Porsche recommends loctite 270.

The stud is not broken/snapped off, right?
Just use a big set of ViseGrips like Springer mentioned and take your time - that's how I removed mine last fall, and it came out easily, without heat.
Keep it simple.
The valve cover studs are not that big, and you'll probably have a better feel with the ViseGrips anyway than with a stud remover.
Double-nut the replacement stud to install.

The stud is roont now and I have lost some length. I tried with the vice grips and I cannot get that sucker to budge at all. I think it's going to take some artillery. I spoke with a guy at a local shop this morning and he said they do one of two things. If there is 1/4" or more left, they use a stud remover. If it's short or flush with the cam, they use a reverse drill bit. He says with the reverse drilling, the stud heats up and softens and comes right out as material is removed. Of course, you have to be careful not to hose up the cam housing. This is my "nuclear" option at this point.

Dangit if ye old vice grips didn't come through for me. I reoriented them and they really bit. Then I just started working it back and forth and before you know it...movement! So I just kept working it and finally it twisted loose and came all the way out. What a damned relief. Now I just need the new stud to come in and I'm ready to move forward again.
