Suspension Upgrade for C4

I have seen the Panorama reprint which details the suspension upgrades to help the C4's tendency for understeer as well as helping to compensate for its relatively heavy weight, but I was wondering what how expensive these upgrade are?
Is it possible to keep the close to $1000?

To do the job properly you are looking at around $US3,000.
Springs

Rear Sway Bar change
Labour.
Now if you get second hand parts you can reduce this cost much further. Lots of peopleon rennlist have little goodies sitting in their basements. You just have to ask.
Need a good set of wheels and tyres as well to take advantage of the changes. Another $US2,000.
Then when you have done all of this, you have to learn how to trip off the traction control when you do not want it to work. It is the traction control activation which causes the understeer above and beyond the built in understeer. The weight of the C4 is not that much heavier than a C2. Most of the extra weight is over the front wheels which is actually quite useful in the grip department.
