Max A/c Button??

Max A/c Button??
Okay, I know this topic is beat to death but I could not find an answer to this by search.....
I have a 1993 C2 with the TWO a/c switches, my dealer told me that the top one is for MAX a/c. Is the fan supposed to stay on high when this switch is pressed?? My fan speed is only adjustable when using the lower a/c button, when the top one is used the fan stays on high.....
any help appreciated!
