Pop up headlights conversion, anyone do this?

Anything is possible, but you'd have to ask yourself why. Grafting 944 fenders onto a 911 is technically 'possible' with enough fabrication work but you're going to absolutely demolish the value of the car.

Just use an aluminum aftermarket hood, and use Fragelli actuators. Build an aluminum shelf to weld the lights to and voila. The hood is angled so the covers just slide back. It's a single motion w/ 4 actuators.
