Ok, so the C4 I found is a little rough.... but that's alright, I like a challenge I have time to work on it and like to tinker. far from perfect cosmetically. and maybe not right away,but i would have to eventually dump about $4-5000 into it.
clutch/flywheel(upgrade),brakes, front wheel bearings(sooner than later) and ignition parts......
then,wallet permitting, I could do the fun stuff.(suspension,couple of HP things)
the seller is aware of the potential costs to the buyer and is willing to factor it in to the final price.
(repair stuff,not fun stuff)
currently asking 18 and willing to negotiate

Seriously, get a PPI done. There are a lot of cars out there that will allow you to start enjoying the 964 ownership instead of having to wait years to sort out one that needs a lot of work...
I would be careful. For every problem you know about there will likely be one or two more you don't. A car that hasn't been looked after can become a money pit - even if the price has been reduced to reflect the lack of care.
My car wasn't cared for before I bought it (although I didn't know there was much wrong with it at the time). It cost me a lot of money (and a lot of frustration) finding and sorting the problems.
I would personally skip this car and look for others unless a PPI (done correctly) can prove otherwise. Your estimate of 4 to 5k in fixes/upgrades are too conservative. Doubling your initial numbers will be more realistic especially knowing that you like to tinker with cars.
IMHO, you will be better off finding a well cared for car and spending the 4 to 5k budget on upgrading it than fixing it. But if you really want the challenge then I would say no more than $13,000.
I don't have the $20K+ to spend on a better example, then put 4-5 more in mods.(if i wanted)

labor: myself and a friend(porsche tech) who doesn't charge me much at all.
i'll also prolly have to spend a good 6 hour day buffing/waxing to make it look better.
I'll prolly offer $12K or $13K and see how it goes.
All things considered it drove pretty nicely and strong.My friend(porsche tech) was with me when I checked it out too.He didn't say to run from it.He suggested the offer. And it's not like i have to spend the $5000 the day after I buy it. Being a 964 I expected to have to put some money into it.
Thanks for your advise guys, I was just trying to guage what others might think my offer should be... I don't want to insult the guy or have him think i'm trying to rip him off. I guess the worst he can do is so no.Or I hope he's not ripping me off.

It may end up being a money pit,that's the risk you take when buying something like this.
