Default Brake pedal sticking

1990 c4 has been off the road for a few years. Finally moved it to get back into garage to do work to get it back on the road and brake pedal is sticking down once pressed. You can manually move it back to up position. The pump is working so it seems high pressure system is working. What are peoples thoughts on what the issue could be? Maybe pedal needs grease?

Start with simple to move from there. I would look at the brake pedal assembly first and make sure the nylon sleeve has grease. Look at the linkage to the booster next. If the car has been sitting a long time, this may be enough.
Next would be brake booster and master brake cylinder assembly but then you are much deeper.
