There's supposed to be some sort of tubing-like stuff that goes over the metal--at least of the two outer pins (I think the central one stays bare metal). That rubbery coating has turned reddish and crumbled over the years, though my top doesn't squeak. Another friend with a targa bought some surgical tubing to replace the disintegrated original stuff when he rebuilt his top.
Yes, the two outer pins have a plastic cover. The snap into a groove in the metal so I use a deep socket and gently tap the new one into place. The middle pin stays bare.
Targa tops are notorious for all kinds of noise, including wind noise from the front where the top meets the windshield frame.
A few things to check
- is your top straight? I have seen a number of them with slight bent frames
- condition of seals. What's the condition of the front seal?
- is the top level when fastened down. The two points on the windshield frame can be adjusted.
Pin covers old and new. My roof had a broken hinge on the right side rear corner and that causes creaks. I'm in the process of rebuilding it. The other noises I suffer normally come from the roof frame not being fully extended into the clips on the roof plates. It was worse until I realised that the retaining springs in the clips were missing.
I remember when I rebuilt my Targa top there was a note somewhere to measure the car opening diagonally (right front - left rear / left front to right rear) and compare those measurements to the same on the top. There are lots of places where the top can be micro adjusted. Also I believe the front receptacles for the top on the windshield frame can be adjusted ever so slightly so the process is kind of like floating the top into the opening with all the small adjustments working together. The top I rebuilt fit quite nicely, the top on my current Targa is terrible but I've never tried to adjust it. I leave it at home and take my temporary top when I drive the car.
I put some silicone grease into the three holes in the Targa bar where the pins for the roof slide in.

I gave back by Targa roof to my saddler and he finally found that the noise came from the targa chassis, not the tube like silicon, but inside the chassis.
He told me that the outside of left rear arm was rubbing with another part of the targa roof..
I asked for pictures of it , if by chances he took some...i will share to you.
