I think I had the same problem that you have originally noted. I made an adapter plate and welded the bracket to the plate, then rivited the assembly to the surrounding metal. I can send pic's for all to see what I did as a alternate to welding.
In my case, the bracket that is pinned to the door bracket broke loose the original factory weld inside where it is totally inaccessible. I don't think the weld was ever made correctly. My car was already welded on the sheet metal around this bracket before I bought the car, and that weld subsequently broke. The custom bracket I made looks much better than a weld job.

As you can see, I used the original bracket that was supposed to be secured to the a-pillar. This was welded to a new adapter plate that I fabricated. (obviously a hole must be cut large enough to allow removal of the bracket, in my case it was about the area that was broken out anyway) I will reply again with the installation pic, shown in primed finish.
