Default Starting gremlins

I've become unable to start my '89 C4. I replaced the battery 2 weeks ago after having several sessions where the sarter wouldn't crank. All accessories come on and clock is keeping good time, battery reported 12.3 v with the engine off.

The battery was tested and found to be bad. I've installed an Optima Red-Top (75-35) which I'm beginning to question (its only rated at 40 A/h). However, since installing the new battery I occasionally can't start. Until yesterday, I could jump it, either from another car or a charger. I took the battery out, fully charged it (even at 40 A/h it is more than enough to start the car) and still no-go.

When I turn the ignition the accessories come on, a single "click" (I believe it is the starter engaging) is heard, but no crank.

My suspicions go to the starter and the ignition switch. Testing the starter is straightforward, but the car's in a parking lot right now. Is there a simple test for the ignition switch? (It also is the least expense of the options).
