Default RS America back to street exhaust question

I've raced my RS America for years and I'm going to convert so I can drive it on the street. It needs to pass NC state inspection and the only parts I have left over from before it was a full race car are the Fabspeed Primary Muffler Bypass pipe and the Secondary Muffler Bypass pipe. I've removed all of the heating and AC stuff so I'm thinking I don't need all of the heat exchange stuff but I need a catalytic converter. Does anybody know a set up that could work for what I'm trying to do? Basically pass inspection and no need to have heat in the car as it doesn't have any HVAC... Thanks for your help. What are the emission testing laws in NC; here in Texas after 25 years there is no more testing.

Are you sure you need a Cat? No NC emissions inspection for my '90 in Orange County (Chapel Hill, NC).
Lights, wipers, tires... just basic stuff, in and out in 10 minutes.

I've spoken to a number of local people and they're saying that either a cat is not needed or they can point me in the direction of an inspection place that won't look for it. Since it's pre 1995, they do a visual. So now I'm thinking if I don't need a cat, what do I need to get the Primary Bypass and Secondary Bypass hooked up? I certainly could look for a stock set up and add the Bypass stuff on the tail end but if I don't need a cat or HVAC I'm hoping somebody has already gone down this road. The way the car is now is extremely loud, way to loud for the street. Sraight pipes off of a 3.6 is a glorious sound on a track but not on the street. The fabspeed stuff I had on before was perfect actually. It's just when the engine was redone they came up with what's in the picture. They ditched everything else (heat exchangers, cat, etc...). Thanks.

It's illegal to remove the cat per federal law, regardless of whether your state tests or not. There are easy options for a sport cat if you don't want to go factory. A cat cleans the exhaust significantly. Really folks, set an example.

Rob,
No cat checked for or needed for your car in NC. Mine passes without. I do wonder about the noise, but I bet that's not tested either. It just a basic road safety systems test.
