Is your question, what to torque the 3 bolts? They are standard M6 bolts, so the torque is 84 in/lbs (7 ft/lbs).

If the question is how to hold the pulley stationary while you torque it? I squeeze the belt with my hand while I tighten the bolts with a socket wrench.

thanks,i am asking about the torque value for the m6, but how do you really arrive at that, i mean it seems the belt and the washers, well not really the washers, but the belt will interfere with the TV as it is pushing against the pulley by god knows how much...anyway i just cranked the engine over for a couple seconds and that settled the belt evenly around the pulley....gues thats close enuf for govt work...thanks again for your reply...

I spin the pulley a few times as I'm tightening to make sure the pulley is centered and the belt tension is even. The 7 ft/lbs is very light. Don't over tighten or the bolt/stud will snap. Ask me how I know. Fortunately, they are easy to replace.
