I just ordered a Reliaboost II and a factory Banjo Bolt. I will probably continue to use the stock wastegate for now.

What exactly does the cycling valve achieve? Why should I or shouldn't I bypass the CV?

There are lots of posts on bypassing the CV, get rid of it. Its plastic junk.
