Default fuel pressure flucuation

Is this rapid fluctuation in fuel pressure normal? It's not the pump - pressure is even when I have just the pump running. I have heard that the injectors can cause this, but I've seen videos of other people's tests without this happening.

Both the FPR and damper hold vacuum just fine.

I thought it might be caused by fluctuations in the intake pressure but going by the vacuum gauge that doesn't seem to be the case. The vacuum is a bit low and does wander a bit (something I'm still trying to figure out) but it's definitely not bouncing around like the fuel pressure gauge.
