Unhappy A-tune help needed

Hey guys, trying to get my 86 951 back on the road after a rebuild, I had it running yesterday on some Max951 chips, decided it's time to convert to a 28 pin and A-tune, so I modified the the DME, added the 4 pins and jumper wire, then cut the resister per A-tune install instructions, wired in my Map sensor, checked the voltage readings, I have 5 volts on the red wire and 1.7 on the green wire, went to start the car and she won't start, just cranks and cranks, any ideas on what to check?

Did you swap the updated chip to the chipboard?

Can you email me a picture of the chipboard installed, and the underside (solder side) of the board?

Got them, and sent an email back... You are missing the little daughterboard which goes in-between the chip and the socket.
