Failed emissions, need help

Guys
I just failed my emissions and need some advice on what to do. I don't understand the emissions jargon, but I failed miserably on HC and CO2%. Both were high:
HC ppm standard=174 to 180
HC ppm on my car=587 spd and 584 hig spd
CO2% standard=1.01 to 1.12
CO2% on my car = 5.1 low spd and 4.76 high spd
The NOx ppm was way below the ~1300 limit at 90-139
The tester said its basically running rich. I am thinking to change my O2 sensor and take it back. I have APE chips and otherwise stock. I have the stock chips also that I could put back in if that would help.

O2 sounds like a good place to start. Change the oil if dirty, put in new plugs, too. Look at the rest of the ignition system for condition.
I'm in the middle of figuring out why my car has failed the test twice in a month even with fresh oil, new plugs, and a new hi-flo cat...
My car did pass the test with APE stage II about 18 months ago so your chips should be ok.
Now that I'm looking your HC standard is higher than what I was allowed and so is your NOx. You're lucky!

How does that 'tune up in a bottle" stuff work, I talked to a shop who swear by it and said to run a tank before taking it back. I think its called 'RXP'

It does sound as though you're running rich. If you can't pass with APE chips, however, it's doubtful you'll pass with the stock chips. When I had APE chips in my '89, I always passed with ease.
The O2 sensor is a good place to start. If you have an A/F gauge, look for the dithering once the O2 sensor is warmed up. If there's no dithering, either the O2 sensor (or the connection to it) is bad, or there's a problem in your DME.
Also, a bad catalytic converter could be at fault.

Ahh ha...
I hooked my new gauge panel with boost/EGT/air-fuel in, did not get any dither on the air-fuel gauge. Found the O2 conenctor was pulled out. connected it and I got a nice dither. I will take it back tomorrow and see if it passes
On another note, the damn autometer air fuel gauge is tied into the radio wiring and now it changes the sensitivity when I turn on and off accessories. Man this gauge is a POS.
Anyway, I will probably wire in the supply direct to the DME harness and see if that helps. Where is everyone else connecting their autometer gauge power and ground wires to eliminate this effect???

Holy Dejavu Batman..........I just had the EXACT same exerience. There's a thread on it that I started a month ago.
My car failed. Found that my O2 sensor was unhooked !? well after hookin it up, It passed. Weird.
