I can't tell from the drawing where it goes, and I don't remember removing it. Any clues?

I think it is the two thick spacers. I think there is one each side, on one of the four bolts that hold the carrier to the torsion tube. Its a thick (1/4"?) aluminum washer.

Could be, but why the 951 number? Don't all versions have that?

Brian's correct.
When you put the aluminum bearing carrier back on the end of the cross tube, one of the lower bolts uses the spacer, and the spring plate rests on the spacer when the suspension is at full droop.
The 951 part number is probably a supercession from a previous number.
