Has anything been done to prevent Garrett turbos from smoking? Its really embarrassing to cover everyone in traffic with smoke.

I had heard something a while back about a restrictor plate that goes in between the oil feed line and the turbo's oil inlet. Anyone know where I can get one of these? Or is there another fix for the smoking garrett?

I think the restrictor plate is what you need to stop it from smoking, assuming the turbo is otherwise in good shape.

Its a brand new turbo from TEC, with less than 500 miles on it. Where can this magical restrictor plate be purchased?

I put one in mine when I installed my turbo. Like the previous threads on the subject, I took a 1/8 NPT pipe plug (recessed hex style like a socket head screw) and drilled a .080 hole through the center. So far so good. I also thought you could get the restrictor plug from John Anderson.
