I found the problem. The hose that leads to the Reliaboost had some rubber pieces left over from when I cut it. Those little rubber shreds got into the Reliaboost, and I guess prevented the little ball from fully seating. After cleaning the controller out and putting Teflon tape on the threads between the two sections of the controller, I'm seeing full boost! Actually, I have to go out and fine tune it tomorrow, but I'm seeing way over 10 psi in second and the turbo is kicking in hard!
