USPS shiping problem

I have ordered an A-Tune kit some time ago and Joshua send it with USPS. The package was sent on July 10 at 11:08 AM and the same day at 08:00 PM shiping progres stoped. From what I understand after calling USPS customer service an inquiry needs to be started in max 90 days after the package was sent. Now I can't start the inquiry since I don't have all the sender details and the lady from customer service said that it's better that sender starts recovery process.
Can anybody guide me what to do in order to recover the package or the refound value since I have only 10 until the 90 day period expires.

The first thing I did I contacted Joshua and he said he will start an inquiry but it's has been almost an month since then. I understand that Joshua it;s busy but with less than ten days from the 90 days period I try to find an alternative.

I had similar problem once and package eventually arrived although USPS tracking status was "address undeliverable, returned to sender".
