Exhaust rattle

I've got a rattle in my exhaust. It's not a heat shield or anything, it's a small 4-inch section of pipe. On the picture, it's part 3A. It is rattling inside the cat, as well as over the pipe that is directly in from. The problem seems to be that the flange 3C and the flange that it attaches to have broken. They are both securely attached to pipe 3A, but they are rattling against the pipe in front as well as the inside of the cat. What I want to know is whether i can weld the flange that is broken off the first pipe back on. How is this all supposed to fit together? Confused yet? If i'm not clear, let me know and I'll try again. It's just a pain to drive down the strip in a georgous car and people instead notice the horible rattling sounds coming from it!
Any help would be appreciated!
