3 bar is in fact 43-44 psi.
But you have a vacuum/pressure line connected to the FPR, which keeps that same pressure differential across the injectors regardless of load/manifold pressure. So, a gauge connected to the fuel rail is gonna read less pressure at idle because of the intake drawing vacuum. You could disconnect the vacuum line and then set the pressure at 43-44 psi, and then re-attach; same thing.
