Would the turbo require the vacuum from been plumbed in. Does it make the oil return drain easter as there vacuum thought the aso line that Y in the return on the sump.

Intake and catch can line are both dry so I can't see it being that. But can rule it out.

So we don't think there's any issue with turbo charger seeing to much oil

Yes the vent line is needed since the oil return line ends below the oil level in the sump.

Isn't It comman practice to have return drain in at top off oil level and way from windage. Is this a mod worth doing on are sumps? Or is due to the amount off work required to remove the sump why it's not heard off? Would vent catch can to atmosphere and the tial mount lose the advance off pull vacuum on that line?

Don't think it's needed. Never seen anyone modify a sump for a custom oil return.
