My 89 turbo is not boosting correctly at part throttle, but it is at WOT.

I have just replaced the throttle position switch and it made no difference.

The car will boost up to 1.2 bar, but no higher. At full throttle it will boost correctly.

I have searched for boost issues, and none of the information I found mentioned cars which boosted correctly at WOT.

Before I just have to suck it up and pay a shop, is there anything else I might test to try and find out where the problem lies?

Maybe a Wastegate issue, wouldn't be the first Spring to sack out after 25 years.
