Do you recall hearing a Pop sound before it played up? If so, check the I/C tubes as Tom mentions. However if you're saying you've only ever had 7psi then it shouldn't have ever felt it had much kick. You should be seeing about twice that at peak psi...but don't turn it up without sorting your issue out. More boost under lean conditions is bad idea. What afr's were you seeing at Wot?

No I did not hear a popping sound but this morning I did find one line vacuum disconnected that I missed when looking before. Reconnected it and it now runs 14:7 afr at idle and the turbo feels like it is working/kicking in. At wot it is between 12:5-13:0 afr. I have had 14-15 psi when manual **** is turned up I just usually run with the manual **** turned all the way down which gives around 6-7 psi. Thank you for all the help.

Which line was disconnected?

13:1 afr at WOT sounds lean. 12.5:1 is as lean as I'd let my car run at WOT @ 15psi, but even then...
