Raw gas smell

The smell is back and I have tracked it down the rear of the car. In the rear hatch the carpet doesn't cover completely there are round rectangular holes around the opening of the hatch. I stuck my nose down there and smelled a very strong smell of gas. It has to be my filler neck.

What is the best way to get to the filler neck? It is too strong of a smell.

EDIT: My gas tank is at 1/4 of a tank.

Could it be just the gas cap?

On my car the fuel filler hose that runs from the filler neck to the tank was rotting. I had to pull back the carpet and remove the metal cover from the filler hose area. I think I had to pull the window and remove the trim piece too but I don't remember. New filler hose, and many others since I was there, were installed. I used window weld ribbon as the sticky gasket for the metal cover and reintalled it.
