I've been looking for a solution to do the same, but from those that have tried it, I've read that putting main headlights this far down makes it much more difficult (precarious, actually) to project light over the crest of a hill.
For street-driven 944's, I think we're just stuck with the factory headlights as they are. You can convert them to LeMans-style headlights to eliminate the motor and the mechanical parts, but converting the fog light location to headlights is always going to be a considerable compromise (and as noted, illegal in some cases). I hate how much room/weight the popup mechanisms take up, but if they work, so be it. Personally, I think it looks much better than the LeMans-style headlights.

Does the Silverado headlight kit fit into the hole now used by the stock pop-up headlight?
