Default Heat shield studs

So it seems a bunch of the studs under the car (the ones that hold the various heat shields down around the starter, exhaust, and brake booster) are mostly broken. There's enough to hold the shields there (which is why I didn't fix it when I had the motor out 2 years ago) but now it bugs me.

it looks like, at least some of them, are threaded into the body and then tack welded in place (?) Anybody know if these studs are actually just threaded in? Wondering if I can just grind down the weld bead and pull them out (and insert new)... or if I'm going to need to just weld new studs onto the broken ones.

Studs attached to the body are all welded in, no threads.
