So, you switched back to the AFM, and the maximum voltage is ~1.55volts? If so, then yes, the AFM is bad (or I suppose the wiring could be bad).

Today went about grabbing another AFM and im still getting similar results when testing the output voltage. This one puts out 0.11v with the door closed and a maximum of about 1.4v fully open. My ground is directly to the battery.
As for my input voltage, its 4.4v. The previous owner went about making my original power wire (blue) a 12v source for the old MAF so a spliced 5v from my TPS power wire to power my AFM. I wouldn't think this is an issue but two bad AFM??? What are the chances?

Would the DME affect my AFM's output voltage though? I would think the AFM accepts the input voltage and the job of returning an output voltage relative to intake quantity for the DME is the task of the AFM!

I have tested the AFMs while removed from the vehicle as clarks garage explains and they are testing just fine! 0.47v - 8.46v range.
My harness is a little questionable. If anyone could help me correspond wire colors to pins on the AFM that would be my best help as of now.
My blue power supply had been previously converted to 12v for my old MAF setup. I decided to splice 5v from my TPS harness power supply.
The other questionable portion of my harness is that a solid green wire that also has current in my AFM harness. The voltage is slightly less than 5v. IIRC its suppose to be a ground. As of now im not using it at all.
Yellow/red is the temp sensor reading going to pin 1 on the AFM (just fine)
Green/red is my output voltage reading going to pin 2 on the AFM (the car responds to different output voltages so I would think just fine.)
Ground going straight to the battery negative. (since my solid green thats supposed to be a ground now has current.)
My AFMs (both) are simply not sending a greater enough voltage for the DME. Both are maxing out around 1.5v output/return voltage out of pin 2. But testing well on a bench. Any help would be greatly appreciated.

Knowing that your wiring has been previously altered, I suggest not going off of wire color, but test continuity to the correct pins at the DME... the page I linked earlier has which DME pins correspond to the pins on the AFM.

I can not understand how my 5v will not convert to a .5v-4.5v range of output voltage. On the test bench using a 9v battery, output voltage is on point. And this is the case with both my AFMs!
