I'd keep the craftsman puller away from those studs unless you plan to replace them -- those pullers will tear the stud up... Craftsman does sell a nice t breaker though. I'd try double nutting and a good t bar before resorting to Snap-On collet style remover... It's possible someone 'torqued' them down into the block to 65ft lbs or whatever -- that would explain why they are too low and too tight...

I sourced a collet type puller locally and was able to remove all the studs without issues. After I clean things up a bit Ill reinstall them to the proper height.
