Default Idle Stabilizer Valve

OK you tech guys, got a question. With the ISV removed, should it be open or closed? Should you be able to blow air through it? One of mine is wide open, the other has some resistance. The car is galloping at an idle. Just started doing it after a track session. I replaced the ISV but that didn't fix the problem. When I disconnect and plug the input hose to the ISV and plug the hole in the intake the car idles. I've check all vacuum lines and cannot find a leak. Same with all air intake hoses beyond the air box. Any ideas? Thanks
