I swapped from PBR Deluxe to the OEM Textar pads and it made a big difference in terms of 'bite'. That said, 3 years is plenty long enough for your brake fluid so I would start by replacing the brake fluid and a good bleed. The Textar branded pads aren't too bad price wise.

These cars really show you when you're using a cheap pad. I run cheap Mintex pads on my car for street driving, and then switch to race pads at the track (Hawk Blue). I had also always thought my car's braking performance was poor...
...until the first day I put in race pads. It was beyond night-and-day. The damn thing's braking capabilities was pretty spectacular. These cars do have the ability to brake like a race car should...just don't expect much if you're running cheap pads.

If you have a firm pedal, I think you're delaying a pad purchase. Like you said, if there was air in the lines the pedal would be soft(er). You could try to bed the existing pads, but I wouldn't waste time. Get good pads and you'll know in 30 mins.

+1 on the pads. This sounds either like bad or glazed pads. A new set (I use Pagid's street compound on the street and they're good but dusty) will sharpen everything up.
