Yes, it still has to go through the volute. But, since your machining the inside of the housing for the bigger wheel, you'd be machining away the some of the length of the volute. Doesn't the volute get wider the more you cut away from the inside? Therefore the exit area into the wheel would be greater? You'd think that the larger diameter inducer blades of the bigger wheel would expose a slightly larger exit area, because they cut into the volute a bit.
Just thinking out loud.
