Timing belt idle roller question

I put a new TB kit on the car when I did the head gasket. But the idle roller that came in the kit is larger and plastic instead of the smaller metal one that was on there. I still have some belt noise and I re-adjusted the tension on the balance belt so I think it's coming from the idle roller. As it is in contact with the TB. The noise gets louder when the car warms up. It's pretty quiet cold.
I believe the proper position is to not be touching the belt. So do I have the wrong idle roller? The one I have seems to be this. 46mm?

The one that came off the car that I couldn't use since it's frozen looked like this. And I believe is 32mm?

How would I know if I have the updated water pump? I thought since I have an 89, I have the later pump. And I guess all the kits for 87-89 are based on that.
