Can anyone explain the vast difference in price for a rebuilt power steering rack ? Between Pelican and Paragon the prices list between 350$ and 1357$ ??? What am I missing ?

Your best bet would be to contact the vendors and ask. More than likely, they set up the re-manufacturing service for the less expensive option.
The less expensive parts were rebuilt by an outside manufacturer (Maval or Atlantic Enterprises) depending on who you source it through. These probably have all the soft parts replaced and possibly some commonly worn hard parts. Considering these are both U.S. based companies, give them a call and ask what is covered in their re-manufacturing services. If you can stand to have your car down for a period of time, ask for a quote on rebuilding your rack.
The higher priced units are being rebuilt by ZF, which is the original manufacturer of these parts.
I would expect the units from ZF to be built back to factory specifications, including changing any hard parts. The higher cost may reflect the cost of a complete rebuild, whether your particular rack needed it or not. Plus, these may be getting sourced from Germany.
