What the hell is that Helicopter noise at idle?!?!?!

I just started hearing it last night... at low ilde below 1000rpm, the front of the car, somewhere around the radiator/belts makes a helicopter rotor blade sound.. low rpm too.
but when i rev it up, the noise speeds up and eventually dissipates/harmonizes with the engine noise.
Do I have a loose belt? Broken radiator fan?
Apparently my balance belt is very narrow, (someone put the cogs back backwards i think..)
Could that be making noises?
I don't think it's the valves or cylinders...
I DO have a 2 year powertrain warranty on it..

That AND after stitch welding my heat shield back on, it broke loose again.
Can I remove it? is that safe? should I wrap some heat absorbing tape around it instead or something...?

Could be a fried A/C compressor? That's exactly the sound my made when it got fried. Nice description of the sound, lol.
Or might be a bad alternator? Of course, don't discount the belts.

right off the bat, i thought one of the fan blades was clipping something, or broke off.
then i remembered the balance belt being extremely narrow, and perhaps having broken off, but then, that should have cause catastrophic damage, which is not the case.
I don't know if it's a/c - cuz I live in Vancouver, and then LAST freakin' thing i need at this time of year is AC.
The battery charge never goes past 12.5, but it is a used battery... and it nevers goes down in charge...
So basically I still don't know.. I'll look under the hood in a few hours.
Any more suggestions are more than welcome.

I have seen a few cars that have lost the balance belt without killing the timing belt..check it to be sure

If you can jack up the front of the car (please use jackstands or ramps), try taking the A/C turnbuckle off and see if the noise goes away. If it does, then it's definitely the A/C compressor or alternator. That's how I found out it was my compressor.
