"So, what does the 40% mean exactly though?"

That's the torque-differential between sides when the diff goes from locked mode (perfeclty even 50/50 torque split and same rotation speed on both sides), to limited-slip friction-plate-sliding torque splitting. So if you go around a corner that requires only a 10% rotational difference between the wheels, this diff will still force both wheels to go though at the same rotation, thus causing some understeer.

At some point when you have a 70/30 difference in torque between the inside & outside wheels, then the friction plates start to slip and take power from the 50/50 split and give more to the inside wheel. Further along the torque difference build-up, say.. 80/20, enough of a slip has ocurred that the friction-plates will be overcome completly and the inside tire spins (open-diff).

The transition between these three modes of operation: 50/50 lock-up, 70/30 limited slip and 100/0 open-diff mode can be quite abrupt. You can definitely feel the action and if it occurs in a corner, you'd feel the back end wagging around a bit.
