"perches?
Those are the lower platforms that the springs rest on:

The stock ones are fixed to the strut housings (left). Aftermarket coilover kits like the ones available from Paragon (right) allow you to adjust your ride height by moving the perches up and down. Without them you would have to use shorter springs to lower your car.

You shouldn't lower the rear without the front. Get some coilovers from Jason @ Paragon that are inch-pound compatible with the stock rear torsion bar rate - then lower both.

The rear can be adjusted a little bit with the eccentric bolt. If any more is desired the torsion bars will have to be reindexed.
The US cars in stock form can stand to have the rear lowered a little bit to achieve a level rocker.

I plan on lowering them both. don't the coilovers for the rear cost over a 1000 bucks? I can't spend that on suspension now, so i'll lower the stock as much as possible and match the front to the back. Thanks for the info guys!

Silverbullet951,
you can slam it to the ground by just re-indexing your rear torsion bars. You don't need coilovers. You should just replace them with up-rated ones (~27mm, to go with the 250# sprigns) while you are at it.

Very carefully. You can read all about torsion bars here. Specifically you probably want to read "Torsion Bar Installation and Indexing" and "Rear Ride Height Adjustment (eccentric)".
