I'm not 100% sure yet if you can in fact adjust them by just loosening the other end and compressing it in place, or if you have to take them out to do this.

You do have to take the shock out to adjust them. The reason being the inner bump rubber has to be removed in order to fully compress the shock.
Thinking about it now, you may be able to pull the rubber off with the lower bolt unmounted. Not sure, I'd have to look.

The bump stop can be removed without removing the shock from the car, although it is a PITA. Use a long reach needle nose pliers to reach up there and spin the pliers a half turn or so to fold the bump stop and pull it out.
