The only reason the V-sign is now known in England very well, is that the V-sign for Victory used by Churchill was actually used first, not for victory, but as a reverse of when the allies started to take back France during WWII. It was meant as a sort of mickey take of both the French and Germans. After that of course, he used it everywhere, and because of the politically sensitive nature, it was quickly remodelled into the V-for-Victory salute.
As suc, the whole history of this became a bit better known in the English schools!

The hand gesture that Spock makes is the jewish symbol of the Cohains (one of the 3 tribes of Israel). The gesture is in the shape of the shin (hebrew letter).

Sloth is partially right here, but let me elaborate.
"Spock" was brought up in the Jewish trasition. On the high holy days, the "Co-han-eem" or priests (direct decendants of the Levite tribe - one of 12 tribes) are commanded to "Bless" the congregation. In respect, the congressioners are supposed to avert their eyes, while the priests themselves usually cover themselves with their "Tal-eet" which is the Jewish prayer shawl worn by men (and sometimes women now.)
Anywho, the Cohen's (priests) made the sign under their shawls, as it is symbolistic of the "real name of G-d" which was uttered only once a year by the high priest in the temple near the ark of the covanent.
"Little Spock" got curious one day, and looked while he was in synogogue being blessed. What he saw was one hand (the real hand gesture is the spock sign using BOTH hands, with thumbs and index fingers touching) uncovered by a priest who was in the process of the blessing.
Since then, he decided to memorialize that time, and whammo - we have the vulcan sign.
Hope that clears it up!

Nicolas, the difference is in the direction the palm of the hand is facing:

Spock's hand gesture is actually a sign of defiance against all hostile life forms, indicating the presence of all fingers available for that Vulcan specialty, the Mind Meld. Also a secret sign for "Score!" when Captain Kirk bags the blue-skinned alien babe with no navel in each episode.

When I watched the movie, I thought Steve McQueen was making a friendly gesture (which for an American that would be) rathar than a taunt. It just looks that way in the single frame and makes a good poster.
