rebuilt fuel injectors -flow numbers..?

got my injectors back from B&D in Maryland and seems i had one that was leaking down. Here are the before/after numbers printed on my receipt:
before test: 46, 42, 44, 45
after test: 46, 46, 46, 46
I am wondering how/if these numbers relate to the rated size of the injectors in a stock '86 951.
For instance, if they were 55# injectors, that means they move 55 pounds of fuel/hour right? So, when they flow-match these things are the numbers printed out (above) representative of their hourly flow capacity _OR_ is it one of those things where different places use different benchmarks and therefore get results that are non-standard? In other words, are those numbers just good for relative comparison or do i have 46#/hr injectors?
Anybody familiar with this?

I do believe rebuilding doesn't typically increase flow, just equalizes the injectors and optimizes their spray pattern and flow (essentially so they work as designed)
in your case though it looks like 1 really needed it and 2 others were so so
