what is the best way to clean out a dirty fuel system on a car that wont quite start?

crap settles in the tank. gas is dirty, especially in some places in texas.

try not to fuel up after they've just had the trucks fill their tanks.
I've heard it stirs the dirt on the bottom of their tanks up.
