I have seen 20 psi on a stock motor several times. I think 16 psi is a good spot, but It depends on mileage, maintanence that has been done already, and turbo size. Plus don't forget that supporting mods are needed to run higher than stock boost

On my first 951, the PO had done a stage 1 lindsey racing head job, 3 in cat back exhaust, DP wastegate and a vitesse stage 2 kit. I ran the car at 17psi on 93 octane pump fuel and it put down 342 wrhp on the dyno. On a stock bottom end, I wouldn't run past 18psi. That's me though. Opinions vary...a lot

However, what many are referencing here is "properly set up". That is the key and when the wrong key, things go bad quickly.
Rule of thumb/gross generalization:
Mostly stock with chip or piggy back =15psi on pump, maybe 18-20 with octane, but stock turbo 26/6 will run out first.
Supporting mods/proper tune = 18-20psi on pump, 20-25 with proper octane.
