Idle cannot be adjusted with idle screw...

I recently changed my TPS and I have the venturi delete, but my idle could always be adjusted with my idle screw. After warming up I notice it idling at 800-900 and I usually keep it at 1,100, so I loosened the idle screw a little and no change in rpms, I blew into it and it was tight with no air leaks, why can't I adjust it?

1,100 is way too high.

you have to connect two ports on the diagnostic port to take out the IAS, then your screw will work properly and it will Retain your set idle. Short B and C ports, start the car, set your idle, turn the car off, remove the shorted wire, should be good to go - provided your hardstop and TPS are set right.
