Any reason my AOS vacuum manifold is completely dry?

Any reason my AOS vacuum manifold is completely dry?
So I go to install my new oil catch can today and take off the AOS vacuum hose on my intake to attach to the inlet of the oil catch can.
I've checked to see if the hose on the other side of the hard pipe (vacuum manifold) is attached to the AOS Tank under the intake manifold and as far as I can tell it is indeed on there. It looks though like nothing has gone through that pipe, certainly no oil, in forever. It's very dry and even a little dusty... So I can't imagine my oil catch can is going to catch much of anything at all if I do put it inline of this and the intake.
Is it because it's so close to the turbo that it ends up baking everything inside or is something else going on that I should investigate before the oil catch can will even be useful (restore air flow to this?)

This last picture is where I first detached the line at. No oil at all was inside which I find very odd because if I look inside my maf I definitely see oil residue from blow by normally.

Because generally turbo cars have a bit of blow by and the times I've removed my MAF I've notifced an oily film in the intake. However, upon inspection after removing my intake during this, I noticed it's mostly from where the DV diverts air back into the intake. So perhaps the turbo is blowing oil into the intake.
I've heard older garrets do blow some oil by the seals when cold, but who knows.
